- Mandated Benefit Definition Memo, 2011 — This report, which is included in this publication, defines the terms used in the mandated benefit chart, and is largely based on what is usually specified in the enacted legislation. Mandate legislation differs from bill to bill and from state to state. It would be impossible to make a detailed assessment of each state’s mandates without evaluating each piece of legislation — legislation which is often amended in subsequent years. Our report is intended to be a snapshot and so may not apply to all variations of a particular mandate.
